08-08-143 MOVED Councillor Paull, Seconded Councillor Thapar and resolved: THAT

WHEREAS the Provincial Government intends to pay its employees to “volunteer” for the 2010 Olympic Winter Games;

AND WHEREAS this action creates an “off the books” taxpayer-funded subsidy for the Games;

AND WHEREAS this action would see government employed “volunteers” paid according to their prevailing pay scale,
rather than according the value of work performed;

AND WHEREAS this action is detrimental to the spirit of volunteerism generally, and would be stressful for unpaid
volunteers working alongside paid “volunteers”;

AND WHEREAS this action creates an unfair disadvantage for government employees that do not live and work
in the area of the Games;

AND WHEREAS this action prejudices non-government employees and creates an expectation for local governments
 and the private sector to pay their employees to “Volunteer”;

AND WHEREAS the Games’ Organizing Committee has secured nearly one-half of the required complement of
volunteers in the first two weeks of volunteer recruitment;

NOW THEREFORE the Mayor and Council of the City of Quesnel request that the government of the Province
of
British Columbia
, in light of the foregoing implications, reverse its decision to pay its employees to “volunteer” for
the 2010 Olympic Winter Games.
