CRD invasive plant management withdrawal

Manager reviewed his Administration Report 7/07 providing history on the events around the City’s withdrawal from 2007 funding for this regional function. Also provided was a letter from the Cariboo Regional District’s Chief Administrative Officer advising that the CRD Board has denied the City’s request to withdraw from this function. He advised that Director of Public Works estimated a 2007 cost of $15,000 for the City to handle weed control within the City limits. Manager Hamilton agreed this could become a litigation issue, with higher costs, or could become a problem while negotiating the Quesnel library site. He reiterated that the CRD/City memorandum of understanding, which included the weed control function, expired on December 31, 2006 and that would be part of any dispute resolution.

WHEREAS the Provincial Government intends to pay its employees to “volunteer” for the 2010 Olympic Winter Games;

AND WHEREAS this action creates an “off the books” taxpayer-funded subsidy for the Games;

AND WHEREAS this action would see government employed “volunteers” paid according to their prevailing pay scale, rather than according the value of work performed;

AND WHEREAS this action is detrimental to the spirit of volunteerism generally, and would be stressful for unpaid volunteers working alongside paid “volunteers”;

AND WHEREAS this action creates an unfair disadvantage for government employees that do not live and work in the area of the Games;

AND WHEREAS this action prejudices non-government employees and creates an expectation for local governments and the private sector to pay their employees to “Volunteer”;

AND WHEREAS the Games’ Organizing Committee has secured nearly one-half of the required complement of volunteers in the first two weeks of volunteer recruitment;

NOW THEREFORE the Mayor and Council of the City of Quesnel request that the government of the Province of British Columbia, in light of the foregoing implications, reverse its decision to pay its employees to “volunteer” for the 2010 Olympic Winter Games.
