In both court cases, Leonard Street Secondary Suite and City Manager John Steyck’s severance pay the allegations all were proven facts. Everything presented to the courts were proven, verified and substantiated.   

The Judge in the Leonard Street case stated the rezoning process was flawed.  The petitioners should have appealed the decision as in my opinion there was a contradiction in the Reasons for Judgment such as “an OCP must be read as a whole” when he only used one clause, allowing for spot zoning,  and did not consider other areas of the OCP.
